The CND Administrative Committee executes the same economic authority as the municipal government does. The enterprises in the CND enjoy the preferential policies granted by the State Council.

CND is located in the north of Changzhou city, and is adjacent to the riverside of Yangtze River. There is a national grade oceangoing port consisting of a general dock, a container dock and a petrol-chemical dock with capacity of 30,000 tons each. CND has very convenient transportation network by air, water, road and rail. The Shanghai-Nanjing Railway is in the south, and the Yangtze River in the north. Shanghai is 100miles away in the east, and Nanjing is 70 miles away in the west.
