| Located in the East China,
the most prosperous Yangtze River Delta, Changzhou lies in-between
the two metropolitan cities of Shanghai and Nanjing. It is about 100
miles from Shanghai and 70 miles from Nanjing. With a cultural history
of over 2500 years, Changzhou is also a rising modern industrial city.
It covers a total area of 180,000 acres, and 11,000 acres are urban
areas. The total population in Changzhou is 3.42 million, including
840,000 urban residents. |

industrial zones in the CND |
Changzhou National
Hi-Tech District (CND), a national industrial development area was
approved to establish by China State Council in November 1992. The
CND Administrative Committee executes the same economic authority
as the municipal government does. The enterprises in the CND enjoy
the preferential policies granted by the State Council.
CND is located in the north
of Changzhou city, and is adjacent to the riverside of Yangtze River.
There is a national grade oceangoing port consisting of a general
dock, a container dock and a petrol-chemical dock with capacity
of 30,000 tons each. CND has very convenient transportation network
by air, water, road and rail. The Shanghai-Nanjing Railway is in
the south, and the Yangtze River in the north. Shanghai is 100miles
away in the east, and Nanjing is 70 miles away in the west. |
| National Hi-Tech Development
Zone |
The Hi-Tech Zone covers
an area of 30 square kilometers. About 20 square kilometers has
been fully developed. All infrastructure facilities are available
in the Hi-Tech Zone. The Hi-Tech Zone is divided into four parks.
(1) Start-up Hi-Tech Park
Covering an area of 5 square kilometers;
the Start-up Hi-Tech Park has attracted many projects through the
development in the past eight years, including electronics, biochemical,
pharmaceuticals and integration of mechanical and electrical projects.
(2) Industrial Park
Covering an area of 10 square kilometers,
the Industrial Park is functionally divided into five sub-parks:
machinery industrial park, electronic industrial park, plastic processing
industrial park, fine chemical industrial park and private enterprise
park.
(3) Commercial and Residential
Park
Covering an area of 5 square kilometers,
this park has given priority to the development of commerce, insurance
service, banking, public health, culture, education and residential
quarters.
(4) Tourist Park
Covering an area of 2.4 square kilometers,
a modern tourist park is under construction. The first 2 projects
in this park are China Dinosaur Park and Expatriates' Club. They
are among the most popular entertainment places along Shanghai-Nanjing
Expressway, which will integrate entertainment with health building. |
| Yangtze Riverside Industrial
Park (CYRIP) |
With a total area of
38 square kilometers, Changzhou New Port Area is located in the
north part of Changzhou National Hi-Tech District and is about 10
kilometers away from down town. This area belongs to Alluvial Plain
and the elevation is around 3-4.5 meters.
Bordering the Yangtze River,
Changzhou National Hi-Tech District boasts the golden coastal line
of the Yangtze River. By now, along the 2.2-km-deepwater-front in
the east, a general dock with a berth capacity of 30,000 tons has
been completed; one container dock has been extended. One petrol-chemical
dock and one tank zone are under construction. In the western part,
docks with 1000-ton capacity will be built in the future. In order
to speed up the development of the New Port Zone and Heavy Chemical
Industry Park, complete infrastructure system has been built. The
Water Plant is available, a Wasted Water Treatment Plant and a Cogeneration
Power Plant are under plan. The New Port Zone has attracted many
international and domestic investors.
The New Port Area has been
planned with the following six parks:

| Environment Industrial
Park (CEIP) |
Changzhou
National Environment Industrial Park (CEIP) is located in the north
of Changzhou National Hi-Tech District. It is composed of the Environment
Protection Industry Park, Environment Protection Ecology Park, the
Scientific Research Park, the Exhibition Center and a Consultation
Center. It covers an area of 8 square kilometers.
The Park has a very convenient
transportation. It is about 7 kilometers from Shanghai-Naijing Expressway
and 4 kilometers from Changzhou Port. Some specific industries to
be developed in the park are: water saving and water treatment industry,
air pollution control industry, environment monitor industry, waste
treatment industry, virescence industry, energy saves and green
energy Industry, resources comprehensive utilization industry. |
| Changzhou Electronic Industrial
Park (CZ-EPARK) |
Changzhou
Electronic Industrial Park (CZ-EPARK) is one of the theme parks
recently developed in Changzhou National Hi-Tech District. Located
in the central part of the New District. The Park boasts a very
convenient transportation network, it is only 3 kilometers away
from Shanghai-Nanjing Expressway and 8 kilometers from Changzhou
Port of the Yangtze River, it is 48 kilometers far away from the
Zhangjiagang Port which is an ocean-going port, and 20 kilometers
to Changzhou Civil Airport and 6 kilometers to the railway station
and the downtown.
The total area of the park
is approximately 8.92 square kilometers. It has entrusted well-known
China Engineering Consults Inc. from Taiwan and Shanghai Tongji
University to construct the Park according to the latest design
of the most advanced industrial parks in the world. It has also
invited the managers from Taiwan Shin-chu City Science-base Industrial
Park Administrative Bureau to act as the consultant. By the now,
the infrastructure is being constructed and 6 foreign electronic
projects with total investment over US$30 million each have settled
down in the Park as the pioneers. |
| Software Park (CSP) |
Established
in 1999, Changzhou Software Park is planned to be 1.5 square kilometers
for Phase I. So far, more than thirty software development companies
with Top Software and Fareast Technologies taking the lead have
settled down in the Park, enjoying a series of preferential policies
concerning the software industry development granted by the State
and the local authority. The Software Park consists of two parts,
the incubation area and industrial area. The incubation area has
a 15,000m2 floor area; the 130-hectare-largeindustrial area will
be put into use in the second half of year 2001 with a green land
over 60%. In the neighborhood of Changzhou Software Park, there
are Hehai University, Jiandong University, Technology Normal College,
Changzhou Institute of Industry, China Dinosaur Park, residence
quarters, etc., providing the software development companies with
rich human resources, comfortable working & living environment
and premium recreation facilities as well. Now software industry
is becoming the highlight in the economic development of the Changzhou
Hi-Tech District.
During the past twelve
years, CND has been consistently improving the investment environment
following the international standard. Today, CND forms a complete
set of industries and is one of the first bunches of development
zones being ISO14001 certified in China.
